Iloilo Travel Requirements as of January 15, 2022
ILOILO CITY
All Iloilo City Inbound TravelersIloilo City is now implementing the use of S-Pass for the approval of travel to the city. Please create an account and apply for a Travel Coordination Permit (TCP).

Please take note that the application will only be approved once all requirements are submitted through S-Pass.
ROFs/OFWsTo return/enter Iloilo City, you need to submit the following documents:
  1. Valid government issued ID

  2. Confirmed travel itinerary issued by the carrier (airline or sea vessel)

  3. BOQ Certificate or One Health Pass

  4. Vaccine Card or Certificate

  5. Barangay Certificate of Residency from your barangay here in Iloilo City (have your quarantine facility indicated)

  6. If staying in a hotel: Please provide proof of booking from accredited hotels for ROF/OFW that accept guests for quarantine along with your barangay certificate

  7. RT-PCR Test through NPS/OPS from origin with 72 hour validity from specimen taken
Protocols upon arrivalFor ROFs/OFWs who are fully vaccinated:
They can have their quarantine at their hotel or government facility or home with the approval by the BHERTS. They shall undergo RT-PCR Testing upon arrival at Lapaz Plaza Gym. And quarantine while waiting for the result. Once tested negative, kindly secure a clearance to be released from quarantine.

For ROFs/OFWs who are not fully vaccinated:
They can have their quarantine at their hotel or government facility or home with the approval by the BHERTS. They shall undergo RT-PCR Testing on the 3rd day of the quarantine at Lapaz Plaza Gym. The 1st day of quarantine will start on the next day of arrival. Once tested negative, they can be released from quarantine.
ROFs with travel history from countries classified as redPassengers, regardless of vaccination status, who arrived from countries classified as Red, shall be required to complete quarantine under a home quarantine set-up for fourteen (14) days from date of arrival and shall likewise undergo NPS/OPS RT-PCR testing, five (5) days from date of arrival.

RT-PCR testing shall be conducted by the Uswag Molecular Laboratory at the covered gym of Lapaz Plaza without cost.
Returning Residents, Non-Essential Travel and TouristTo return/enter Iloilo City, you need to submit the following documents:
  1. Valid government issued ID

  2. Confirmed travel itinerary issued by the carrier (airline or sea vessel)

  3. Vaccination Card or Certificate obtained through https://vaxcert.doh.gov.ph or the local health office where you received your vaccine

  4. Barangay Certificate of Residency from your barangay here in Iloilo City (have your quarantine facility indicated)

  5. Proof of booking from accredited hotelsthat accept guests for quarantine along with your barangay certificate(for Non-Essential1 Travel and Tourist)

  6. RT-PCR Test through NPS/OPS from origin with 72 hour validity from specimen taken
Protocols upon arrivingFor returning residents, non-essential travel and tourists who are fully vaccinated:
They can have their quarantine at their hotel or government facility or home with the approval by the BHERTS. They shall undergo RT-PCR Testing upon arrival at Lapaz Plaza Gym. And quarantine while waiting for the result. Once tested negative, kindly secure a clearance to be released from quarantine.

For returning residents, non-essential travel and tourists who are not fully vaccinated:
They can have their quarantine at their hotel or government facility or home with the approval by the BHERTS. They shall undergo RT-PCR Testing on the 3rd day of the quarantine at Lapaz Plaza Gym.The 1st day of quarantine will start on the next day of arrival. Once tested negative, they can be released from quarantine.
APORs/Filipino Local WorkersTo return/enter Iloilo City, you need to submit the following documents:
  1. Valid government issued ID

  2. Travel Order or Letter of intent from your receiving company here in Iloilo City stating your purpose, duration of travel, temporary address, and complete travel itinerary

  3. Confirmed travel itinerary issued by the carrier (airline or sea vessel)

  4. Vaccination Card and Certificate obtained through https://vaxcert.doh.gov.ph (If fully vaccinated)

  5. If resident APOR: Barangay Certificate of Residency from your barangay here in Iloilo City

  6. If non-resident APOR: Proof of Confirmed booking from accredited hotelsthat accept guests for quarantine

  7. RT-PCR Test through NPS/OPS from origin with 72 hour validity from specimen taken

  8. Round Trip ticket (APORs staying not more than 24 hours)
Protocols upon arrivingFor APORs who are fully vaccinated:
They can have their quarantine at their hotel or government facility or home with the approval by the BHERTS. They shall undergo RT-PCR Testing upon arrival at Lapaz Plaza Gym. And quarantine while waiting for the result. Once tested negative, kindly secure a clearance to be released from quarantine.

For APOR who are not fully vaccinated:
They can have their quarantine at their hotel or government facility or home with the approval by the BHERTS. They shall undergo RT-PCR Testing on the 3rd day of the quarantine at Lapaz Plaza Gym. The 1st day of quarantine will start on the next day of arrival. Once tested negative, they can be released from quarantine.
Notes
  • OFWs under OWWA will be provided transportation by OWWA from port/airport to Iloilo Diamond Jubilee Hall.

  • RT-PCR testing (through NPS and OPS) upon arrival is free of charge if under the government.

  • Children aged 4 years old and below are not required to submit an approved TCP. No quarantine and swabbing upon arrival as well.

  • You will be considered fully vaccinated 14 days after your 2nd dose.

  • Compile your documents as a pdf file or word file so that you can attach it as one file.
Travelers from Negros OccidentalFor Fully Vaccinated/Partially Vaccinated/Unvaccinated:
  1. Negative RT-PCR Test through NPS/OPS from origin with 72 hour validity from specimen taken

  2. Vaccine Card or Certificate obtained through https://vaxcert.doh.gov.ph/or the local health office where you received your vaccine

  3. Valid Government ID

Government Officials/Public Sector Personnel on Official Business
  1. Valid government issued ID

  2. Vaccine Card or Certificate obtained through https://vaxcert.doh.gov.ph or the local health office where you received your vaccine (if partially vaccinated shall present a negative RT-PCR Test through NPS/OPS from origin with 72 hour validity from specimen taken)

  3. Original/Certified True Copy of Travel Order issued by head of Agency
